About Us:
The Scottish Government’s Higher Education and Science Division has responsibility for the future provision and funding of higher education and university research. This includes the investment in institutions and students as well as the broad range of access opportunities through articulation, undergraduate, postgraduate and international activities and partnerships.
The Division supports wider Scottish Government objectives and strategies through the National Performance Framework particularly National Outcome Education (We are well educated, skilled and able to contribute to society). The National Performance Framework embeds the Sustainable Development Goals (SDGs).
These activities are reflected in the Scottish Government’s Global Affairs Framework which sets out the values and principles underpinning the Scottish Government’s international work.
The Scottish Government Export Growth Plan A Trading Nation and our Inward Investment Plan recognise the strengths of Scotland’s Higher Education sector and the important role that the sector plays in increasing exports and helping to attract inward investment respectively.
The Scottish Government’s contribution to Connected Scotland will enhance our global connections and international profile for our higher education exports.

to encourage and facilitate mobility for greater employability;
to lead the enhancement of our international research; and
to develop transnational education opportunities.
